In January 2005, the federal Joint Committee on
Taxation alarmed the land conservation community by issuing a report
recommending drastic changes to the laws affecting land trusts and
conservation easements. Since the proposals were announced, there
has been an unprecedented grassroots response from the land trust
community speaking out in favor of conservation easements. As of
late November, JCT Chairman Senator Grassley plans a first round
of reforms in the upcoming budget reconciliation bill, and then
more next year. That means our work with Congress on potential reforms
affecting conservation donations will continue into 2006.
